Usually, a new web site is indexed by Google (comes to their notice and is included in search results) only in 6 to 8 weeks.
Even if the site is indexed, it stays way too low to be shown in the first few pages of search results, and so will have no chance of getting noticed.
In order to improve chances for a better page rank, experts suggest obtaining links from sites with ranking.
The best thing would be to obtain links from pages with PR7 and above, but such links cost above USD100 per month.
The alternative is to obtain multiple incoming links from sites with around PR 4.
You can get links from PR4 sites for about USD10 a month. If you are taking more than one link at a time, you can probably get it for less.
